IEEPA Refund Timing and Action Calculator

IEEPA-affected entries can follow different paths depending on liquidation status, CAPE eligibility, and whether additional action may be needed. This calculator helps you track key timing points for each entry, including estimated liquidation timing, the 80-day CAPE filing window, protest-related timing where applicable, and recommended next steps based on the information entered.

CAPE Phase 1 launched April 20, 2026, Phase 2 launched June 29, 2026, and Phase 3 for qualifying finally liquidated entries filed by CIT plaintiffs is scheduled to launch October 6, 2026. Because CBP requires eligible IEEPA refund requests to be submitted through CAPE in ACE, this calculator should be used as a planning and review resource and not as a substitute for verifying the actual status and dates of each entry in ACE.

Use the date CBP released your goods at the U.S. port, not the ship date or invoice date. Add a reference label for each entry to make results easier to read. Your customs broker can provide these dates if needed.

How to find your import date: This is the CBP release date shown on your Entry Summary (CBP Form 7501). If you do not have this, ask your customs broker to pull an ACE entry report for all shipments from February 2025 through February 2026. All deadlines assume the standard 314-day liquidation cycle and always confirm actual dates in ACE.
