Section 232 Tariff Changes for Steel, Aluminum and Copper Imports

On June 1, 2026, President Trump signed a new Presidential Proclamation updating the Section 232 tariff program for steel, aluminum, and copper products.

The changes do not take effect on the signing date. They apply to goods entered for consumption, or withdrawn from warehouse for consumption, on or after June 8, 2026.

The core Section 232 program remains in place, but several product categories are being moved, added, or adjusted under the updated annex structure.

Key changes include:

• Mobile industrial equipment, including forklifts, bulldozers, backhoes, cranes, and similar equipment, moves into a new temporary category under Annex I-C through December 31, 2027.

• Specific agricultural equipment, HVAC and heating products, and other listed industrial machinery move to a temporary reduced-rate list under Annex III.

• Steel racks and aluminum lithographic plates are newly added to Section 232 coverage at 25%.

• The U.S. metal content threshold for certain reduced-rate treatment drops from 95% to 85%, but the benefit is not the same for every product.

• Certain products listed in Annex II are not subject to Section 232 aluminum, steel, or copper derivative tariffs, but only when they match the specific HTS provisions listed.

Because these changes are HTS-specific, importers should not rely on product descriptions alone. The correct treatment may depend on HTS classification, country of origin, USMCA qualification, U.S. content, Column 1 duty rate, end use, and the applicable Chapter 99 heading.
