Final Tariff Letters Issued: U.S. Confirms August 1 Reciprocal Rates

As part of the U.S. government’s ongoing enforcement of reciprocal tariff measures, several key updates have been released this week, affecting imports from a growing list of countries.

✅ What You Need to Know:

🔹 July 7, 2025: President Trump signed a new Executive Order officially confirming final reciprocal tariff rates for 14 countries. These countries were sent formal letters outlining final tariff rates that will take effect August 1, 2025, unless new trade agreements are reached.

🔹 July 8, 2025: U.S. Customs and Border Protection (CBP) clarified via CSMS #65573545 that all other countries listed in the original April 2nd Annex I remain subject to the 10% reciprocal tariff under HTSUS 9903.01.25 through August 1, except China, which has a separate extension.

🔹 July 9, 2025 – An additional 7 countries received formal tariff letters, bringing the total to 21 countries with confirmed final rates taking effect August 1st. These countries include Libya, Iraq, Algeria, Moldova, Brunei, the Philippines, and Sri Lanka.

🔹 China (including Hong Kong and Macau): Tariff pause extended until August 12, 2025, under separate authority. China remains subject to HTSUS 9903.01.25 (10%), unless exemptions apply under headings 9903.01.30–.34.

🔹 Vietnam: Still not included in any official Executive Order or Federal Register notice. However, on July 2, President Trump posted on Truth Social that Vietnam could face a 20% tariff, or 40% on transshipped goods. As of this writing, no formal action has been taken.

📅 Note: This update reflects official information released through July 9, 2025 as of 3:00pm EST. Additional tariff notifications may be issued in the coming days as more countries receive formal guidance from the U.S. government.

⚠️ Summary of Tariff Application:

  • 10% reciprocal tariff (HTSUS 9903.01.25) remains in effect for all other countries until August 1st, per CBP.

  • Final rates listed above will apply August 1st unless individual trade agreements are made.

  • China’s separate suspension runs through August 12, still under the 10% rate unless exempt.
